Online Reporting for R&D and KCF
Online reporting must be used for all KSEF R&D (Research and Development Excellence) and KCF (Kentucky Commercialization Fund) reports; email submission was discontinued 08-01-2007. Report details and deadlines are included in the signed contract. Each completed report includes an electronic time-stamp of the submission date/time as well as the due date. See below for log-in assistance, reporting deadlines and submission, report content, and contact information.
Log-In Assistance
- Log-in Addresses - For R&D reports log-in at http://applications.kstc.com; for KCF reports log-in at http://commfund.kstc.com. The "Reporting" tab shows the submission deadline and current status for each report.
- Log-in Password - The log-in email and password are assigned to the PI at the time of proposal submission, are registered with the proposal, and cannot be changed or created at reporting. If the password has been forgotten, enter the PI's registered email address at the log-in screen and click "Forgot Your Password"; the password will be sent to the PI.
- Log-in Difficulties - If log-in difficulties occur, the problem is likely to be associated with the user's firewall settings, specifically that the firewall is blocking access to cookies [which, like most web applications, are used to track a user's log-in information from section to section while going through the application]. To resolve log-in difficulties, follow these steps and in this sequence: (1) change the firewall configuration to add http://applications.kstc.com and http://commfund.kstc.com as "trusted" sites, (2) delete the browser's history, (3) delete the browser's cookies, (4) close the browser completely, and (5) log-in again at either http://applications.kstc.com for R&D or http://commfund.kstc.com for KCF. If the user continues to experience log-in problems, please refer to the FirewallCookieBlockingGuide.PDF and contact our Web Administrator/Software Developer for detailed technical assistance.
Reporting Deadlines and Submission
- Contract Reporting Deadlines - The signed grant/award agreement includes a reporting schedule and compliance with reporting deadlines is mandatory, regardless of project delays. Pending invoices cannot be processed until receipt and approval of online reports. If the PI fails to submit technical reports for 60 consecutive days as required in the contract, KSTC may terminate the grant/award agreement upon written notice to the PI or suspend all future disbursements of award funds until the PI has submitted and KSTC has approved all reports required. Applicants who have defaulted on their KSEF R&D and/or KCF reporting deadlines may not be invited to apply for future rounds of funding.
- Submission Confirmation - When the report is finalized and submitted, the PI will receive an auto-generated email acknowledging submission with a PDF attachment of the report. Each report is electronically time-stamped with the submission date/time as well as the due date. To view other completed reports, log-in to online reporting, click on the "Reporting" tab, click on the pencil icon to the left of the desired report with "completed" status, then view a copy of the finalized PDF by selecting the "click here" link.
- Requirement Objective - The reporting requirement objective is three fold: (1) use the information provided to assess the status of the investment and report to the State's Council for Post Secondary Education on grants and extramural funding activities, invention disclosures, patents and publications, collaborations and personnel, (2) determine the potential of research and technologies developed by KSEF/KCF awardees, and (3) promote the advancement of science and technology in Kentucky.
Report Content
- Required Information for reports includes: status of tasks and deliverables, personnel and collaborations, grants and extramural funding activities, inventions, technology transfer, company spin-offs, academic and non-academic publications, presentations, awards and recognitions.
- Technical Report Content - The "Technical Report" tab is active only on Annual and Final Reports. This detailed technical report must be prepared and uploaded as a PDF file on the "Technical Report" tab. The technical report must follow this outline: (1) summary, (2) introduction, (3) technical tasks/objectives, (4) methodology, (5) results [supported with tables and figures] and brief discussion, (6) conclusions and (7) references. A typical well-written technical manuscript will be a minimum of 4-5 pages in length for the Annual Report and 8-10 pages in length for the Final Report, following the required manuscript outline described above.
- Post-Award Report Content - During post-award reporting, the PI does not need to limit the information submitted to items directly related to the KSEF/KCF award topic. The aim of the post-award reporting period is to track the advancement of faculty involved in KSEF/KCF programs. Any new ideas that may have been generated directly or indirectly as a result of the PI's project with KSEF/KCF should be included as well as collaborations, grants and extramural funding activities, inventions, technology transfer, company spin-offs, academic and non-academic publications, presentations, awards and recognitions.
