Kentucky SBIR/STTR Phase Zero & Double Zero

KSEF SealThe Kentucky Phase Zero (PZ) and Double Zero (DZ) provide funding for Kentucky-based Small Business Innovation Research (SBIR) and Small Business Technology Transfer Research (STTR), specifically for the development of Federal Phase I and Phase II proposals. This program is managed by the Kentucky Science & Engineering Foundation (KSEF) at the Kentucky Science &Technology Corporation (KSTC). Applicants must be up to date (i.e. not past due or in default) with all reporting requirements and deliverables for all KSTC-managed programs.

Solicitations and Dates

Reviews occur once per month; see "Important Dates: PZ/DZ". Submit your application to KSEF by the date that is a minimum of two months, and no greater than 12 months, before the Federal deadline. T
his two-month schedule is necessary for eligibility determination, funding decisions and mandatory, contract-required review of the final draft by the external service provider before submission of the Phase I or II.

Program Details, Applying, and Reporting

Only Kentucky small businesses, Kentucky university-affiliated businesses, and Kentucky college and university faculty are eligible to seek PZ/DZ funds. To qualify for this funding, the applicant (a) must have "active" status and be in "good" standing with the Kentucky Secretary of State (click here) from the time of PZ/DZ award throughout the entire award period, (b) must submit the federal proposal as a Kentucky company, and (c) must be up to date [i.e. not past due or in default] with all reporting requirements and deliverables for all KSTC-managed programs. Step One: Pre-application Conference Call
    Before beginning your application to KSEF, click HERE and schedule your pre-application conference call with Dr. Maria Labreveux, KSEF Executive Director, to briefly discuss your application topic, target agency, Federal agency deadline, and Phase Zero or Double Zero budget request.
  If your federal deadline is less than two months from the "Important Dates" schedule (right column), obtain approval from Dr. Labreveux before submitting an application.
Phase I
  If you are submitting a Federal Phase I, then:
  Download the writable PDF Phase Zero application PDF (v.2018_02) *and*
  Download the Budget Sheet XLS (include as the last page of your application)
Phase II, Direct to Phase II, Fast Track
  If you are submitting a Federal Phase II, Direct to Phase II, or Fast Track, then:

  Download the Budget Sheet XLS (include as the last page of your application)
Finalizing Your Application to KSEF

  An incomplete application MAY NOT BE ELIGIBLE for review.
Carefully inspect each section of your application for accuracy and completeness! 

  Does your Budget Sheet XLS include the company's matching labor costs (company personnel and time) in Section A?
  Does your Budget Sheet XLS detail the federal submission proposal development costs in Section B -- with a corresponding item for each in the Budget Justification?
  Is a mandatory Letter of Commitment included for each consultant / non-employee service provider listed in the Budget Justification and Budget Sheet XLS -- including all required information outlined in instructions for E2?
  Consider the confidential, external review panel or external individuals who will review your proposal. Is your application clearly-presented and compelling, well-written and without grammatical errors or typos?
Submitting Your Application to KSEF
  Prepare one email with the subject line, "SBIR Application for" and the name of your company.
