Kentucky SBIR/STTR Phase Zero and Phase Double Zero Program

altThe Kentucky Phase Zero (PZ) and Phase Double Zero (DZ) Program provides funding for Kentucky-based Small Business Innovation Research (SBIR) and Small Business Technology Transfer Research (STTR), specifically for the development of Federal Phase I and Phase II proposals.

This program is managed by the Kentucky Science and Engineering Foundation (KSEF) at the Kentucky Science and Technology Corporation (KSTC). Applicants must be up to date (i.e. not past due or in default) with all reporting requirements and deliverables for all KSTC-managed programs.

Solicitations and Dates

Reviews occur once per month; see "Important Dates: PZ/DZ". Submit your application to KSEF by the date that is a minimum of two months, and no greater than 12 months, before the Federal deadline. T
his two-month schedule is necessary for eligibility determination, funding decisions, and mandatory contract-required review of the final draft by the external service provider before submission of the Phase I or II.

Program Details, Applying, and Reporting

Only Kentucky small businesses, Kentucky university-affiliated businesses, and Kentucky college and university faculty are eligible to seek PZ/DZ funds. To qualify for PZ/DZ funding, the applicant (a) must be in "good" standing with the Kentucky Secretary of State and "active" status from the time of PZ/DZ award throughout the entire award period, (b) must submit the federal proposal as a Kentucky company, and (c) must be up to date [i.e. not past due or in default] with all reporting requirements and deliverables for all KSTC-managed programs. Step One: Pre-application Conference Call

    Before beginning your application to KSEF, click here and schedule your pre-application conference call with KSEF Executive Director, Maria Labreveux, PhD, to discuss your application topic, target agency, and Federal agency deadline.
  Phase I
    If you are submitting a Federal Phase I at least two months from the "Important Dates" schedule (right column), then:
  Read the Phase Zero Guidelines and RFP, then
  Download the Phase Zero application PDF (v.08-2017), then
  Download the required Budget Sheet XLS and include as the last page of your PZ application
  Phase II, Direct to Phase II, Fast Track
    If you are submitting a Federal Phase II, Direct to Phase II, or Fast Track, then:
  Read the Phase Double Zero Guidelines and RFP, then
  Download the Phase Double Zero application PDF (v.08-2017), then
  Download the required Budget Sheet XLS and include as the last page of your DZ application
FAQ What are the required letters of commitment?
    Each non-employee service provider be listed in the budget and budget justification requires a letter of commitment. Each non-employee consultant's commitment letter should be a signed statement of the individual's commitment to participate in the project. Content should include: (a) the consultant's commitment to helping your company meet the Federal submission deadline being pursued, (b) the consultant's contact information [e.g. email, physical address, phone], (c) the specific services that will be provided and estimated corresponding costs, and (d) the consultant's qualifications for providing those services.
