About RDE: The Research and Development Excellence Program

The Research and Development Excellence Program (RDE) targets achieving excellence in science and engineering in Kentucky, through innovation and technology development in existing and emerging areas of research, by making proactive investments through a peer-reviewed competitive selection process. Beginning Fall 2016, the intent of the Kentucky Commercialization Fund (COMM) will be fulfilled under KSEF's RDE Awards (i.e., there will not be separate commercialization solicitations). 
This program is managed by the Kentucky Science and Engineering Foundation (KSEF) at the Kentucky Science and Technology Corporation (KSTC). Applicants must be up to date (i.e. not past due or in default) with all reporting requirements and deliverables for all KSTC-managed programs.

Dates for the next RDE solicitation have not been announced; however, may be similar to the RDE-020 round (see below).

Solicitations and Dates: RDE-020

The Kentucky Science and Technology Corporation (KSTC) announces a new Request for Proposals (RFP) opening November 18, 2016.

  • Read the "Advance Notice", "Request for Proposals" and "Program Description/Submission Instructions" details below.
  • The maximum award size for RDE-020 is $50,000, the period of the grant request will not exceed 12 months, and projects must be R&D hypothesis-driven.
  • University applicants submitting a project based on an already existing non-provisional or assigned patent, who intend to commercialize their ideas, should submit under the "Technology Commercialization" specific Target Area (under the "Emerging Technologies" category).

Dates for new solicitations will be posted on this webpage at least two weeks ahead of the call. Email notifications go out to our mailing list at that same time. Before initiating
an application, be sure all reports and deliverables are current for all current and/or previous KSTC/KSEF-managed programs. Each PI can review all of his/her RDE reporting deadlines via http://applications.kstc.com


Carefully read 
the current round's Advance Notice, Request For Proposals, and Program Description / Submission Instructions.
  Read the RDE-020 Advance Notice (10.21.16), and
  Read the RDE-020 Request For Proposals: RFP (11.11.16), and
  Read the RDE-020 Program Description / Submission Instructions (11.11.16) including LOI and Full Proposal preparation, submission, details, and requirements


Before submitting 
an LOI, carefully double-check your application for completeness and compliance with all RFP guidelines, requirements, and instructions.
  Proposal Keywords - A of minimum of five keywords are mandatory. Keywords are precise, detailed terms that specifically describe the project. Enter each keyword/phrase on a separate line, not as one continuous string of text as one entry. If desired, the applicant may include up to ten keyword entries.
  Reviewer Areas of Expertise - A minimum of five reviewer areas of expertise are mandatory. These are words or phrases that clearly describe potential reviewers' specialized knowledge, field, or specific area of work. Enter each reviewer area of expertise on a separate line, not as one continuous string of text as one entry. If desired, the applicant may include up to ten reviewer areas of expertise.
  CRITICAL -- Each of the five "Reviewer Areas of Expertise" must be distinct from, different than, and non-repetitive of the "Keywords".
  Use CHROME for completing and submitting LOI applications and Full Proposals. Deadlines are auto-cutoff and not flexible.


Before submitting a Full Proposal, carefully double-check your application for completeness and compliance with all RFP guidelines, requirements, and instructions.
  File names for PDF uploads are limited to a maximum of 20 characters and must not include spaces or special characters such as ~!@#$%^&()+={}[]:;
  Proposal Budget Sheet (click here to download) - Confirm that you have manually entered your proposal number on your budget sheet (bright yellow box, upper right), and that the amount on your budget sheet matches the amount of the request on the Project Information tab's "Total Amount Requested".
  CRITICAL -- The Full Proposal must comply with all required formats including document stipulations (font size, line spacing, margins), content, and section and page limitations. These include but are NOT limited to line spacing at a minimum of 1.25; abstract maximum 300 words; technical narrative section maximum 8 pages; references section maximum 2 pages; bio maximum 1 page per person; total compiled application maximum 24 pages (including table of contents).
  Use CHROME for completing and submitting LOI applications and Full Proposals. Deadlines are auto-cutoff and not flexible.
