KCF supports efforts made by faculty in the Kentucky to commercialize a technology, product, or process that they have developed but not yet licensed.

     HOW TO APPLY FOR KCF-016

A. Important Considerations

  1. Eligibility information -- The KCF-016 round of funding is for Kentucky regional colleges and universities only, i.e. accredited Kentucky colleges or universities except the University of Kentucky and the University of Louisville.
  2. All required information must be entered even though the online system does not prompt the applicant to complete the fields missing data.
  3. Carefully review "How to Apply", the RFP, Program Description/Instructions, and tutorials, taking special note of any changes/updates from the previous round(s).
  4. Read the "Browser Compatibility" notice on the application login screen, and use a compatible browser on your system for entering data and submitting your application.
  5. Choose key words and areas of expertise carefully. These will be used to match reviewers.
  6. KSEF must receive the complete electronic submission no later than 4:00 PM ET on the due date. Each submission is electronically time-stamped. The applicant is solely responsible for timely submission.

  8. IMPORTANT -- Proposals submitted on or around the time of closing are more likely to run into server errors and high internet traffic. It is the applicant's responsibility to finalize the application and complete the online application submission process on time, and consider the risk of submission failure at a time of high demand. The applicant is solely responsible for timely submission. (Applicants in previous rounds have required a minimum of three to four hours to complete their online applications.)

B. Pre-Proposal

  1. Carefully read "How to Apply", the RFP, the entire Program Description/Instructions, and tutorials (see "KCF Quick Links") -- KCF is open to independent researchers at accredited Kentucky colleges or universities. Applicants at Kentucky comprehensive universities and independent colleges are encouraged.
  2. Begin a Pre-Proposal application at http://commfund.kstc.com on the "Pre-Proposal" tab. The login email and password should be the PI's data. Do NOT use the email login and password of a consultant, Co-PI, Program Manager, administrator, or other lab/team member.
  3. Prepare and submit the online Pre-Proposal application before the submission deadline. Important notes: 
    1. The University must have filed a Provisional Patent, Non-Provisional Patent, or Registered Copyright at the time of Pre-Proposal submission.
    2. To be eligible for an invitation to submit a Full Proposal, a complete Pre-Proposal must be created and submitted online; email submissions are not acceptable.
    3. The final PDF rendering of the complete Pre-Proposal must not exceed SEVEN pages in length -- including the table of contents/cover page and all uploads and all attachments.
    4. All required information must be entered even though the system does not prompt the applicant to complete the fields missing data. For example, be sure to include the organization name, PI's complete physical address (not PO Box), mandatory five relevant key words, mandatory five relevant areas of expertise, etc.
    5. Use of Internet Explorer to "finalize and submit" is recommended.
  4. Upon successful submission, the PI will receive an email confirmation containing the final PDF rendering.If the PI does not receive the email confirmation with PDF, then the application has NOT been submitted and the PIshould contact This email address is being protected from spambots. You need JavaScript enabled to view it. for problem-resolution and PI submission completion before the submission deadline.
    1. Carefully review the PDF to confirm that all data is entered as desired, no content is missing, and any page limitations and/or formatting requirements defined in the Program Description/Instructions and/or RFP and/or tutorials are adhered to on the final PDF rendering. The applicant is solely responsible for a thorough review of the final PDF rendering to confirm compliance with content and formatting and other requirements in the RFP, the Program Description/Instructions, and/or the tutorials.
    2. Should changes be necessary, the PI must contact This email address is being protected from spambots. You need JavaScript enabled to view it. for the application to be unlocked for revision. All edits must be made and resubmitted online by the PI before the submission deadline.
  5. KSEF must receive the complete electronic submission before the submission deadline; the applicant is solely responsible for timely submission.
  6. As you prepare your Pre-Proposal, work on your slides for your possible presentation. If invited, there will only be a day or two from the KCF Pre-Proposal closing date to the date of your face-to-face interview and presentation at the KSTC headquarters in Lexington.

C. Face-to-Face Interview and Presentation -- by Invitation Only

  1. Upon successful Pre-Proposal submission, carefully review the KCF Program Description/Instructions for face-to-face interview and presentation requirements including PowerPoint outline and content, time allotment, and other details.
  2. All Pre-Proposals received on time will be reviewed for appropriateness and fit within the KCF program guidelines. A response, either positive or negative, will be given for each Pre-Proposal received. If appropriate, an invitation for a face-to-face interview will be scheduled on the identified dates (see KCF Important Dates/Deadlines) by KSEF Staff in consultation with the PI.
    1. The interview is required to be eligible for an invitation to submit a Full Proposal for funding consideration. If the PI cannot attend the interview on the identified dates, the Pre-Proposal may not be considered for invitation to submit a Full Proposal.
    2. The only person KSEF requires to attend the face-to-face interview is the PI, as it is the PI who must give the presentation. If the PI desires for his/her Co-PI, Program Manager, etc. to be present, those colleagues are welcome to attend but their participation is solely at the discretion and direction of the PI.
  3. Important reminders: The PI should email the PowerPoint presentation to Dr. Maria Labreveux This email address is being protected from spambots. You need JavaScript enabled to view it. by no later than 2:00 PM on the day before the scheduled interview. The PI is allotted no longer than 15 minutes for the presentation and must follow the published presentation outline. A 30-minute Q&A session will follow the presentation. Interviews are scheduled back-to-back so plan ahead and arrive on time; a late arrival will not change the scheduled end time of the appointment.
  4. Face-to-face interviews take place at KSTC headquarters, 200 West Vine Street, Fourth Floor, Suite 420, Lexington, KY 40507. Click here for parking information and driving directions.  
  5. Face-to-face interviews will be completed before the date(s) published for invitations to submit a Full Proposal and Full Proposal online application opening.

D. Full Proposal -- by Invitation Only

  1. Carefully read the RFP, the entire Program Description/Instructions, tutorials, and "How to Apply". 
  2. Prepare and submit the online application before the submission deadline. Important notes:
    1. The final PDF rendering of the complete Full Proposal must not exceed 30 pages in length -- including the table of contents/cover page and all uploads and all attachments, i.e. no pages are excluded from the count (see Program Description/Instructions, RFP, and tutorials for details).
    2. The text must display as four lines of text on any given vertical inch on the final PDF rendering; do not reduce the font size or margins to accommodate more information.
    3. The budget worksheet document download is in Excel XLS format. Be sure to retain the XLS format for the upload budget file, i.e. save it as Microsoft Office Excel 92-2003 worksheet; do not change it or save the file in the newer XLSX format.
    4. Any PDF uploads within the application should have file names limited to a maximum of 25 characters and should not include spaces or special characters such as &, #, @, or parentheses.

Print and submit your signed budget and cover sheets to your grants management officer (e.g. University Research Administration, Office of Sponsored Projects, Sponsored Programs Grants Administration) for electronic transmittal to This email address is being protected from spambots. Proposals without the required Letter of Support from OTT, submitted by the deadline, will be disqualified and not considered for review. Proposals without the mandatory signed budget and cover sheets, submitted by the deadline, will be disqualified and not considered for review.
